How the FES / PEP works
Florida operates the largest school choice system in the country. The three programs most relevant here are FES-EO, FES-UA, and PEP, administered by scholarship organizations including Step Up For Students and AAA. Step Up families use EMA, while AAA families use AAA's portal.
FES-EO serves private school families, is open to all, and averages approximately $8,000. FES-UA serves students ages 3 to 22 with disabilities, has no income limit, and averages $10,000, reaching $34,000 at higher support levels; waitlists are common, so apply early. PEP serves homeschooling families and part-time learners at $7,400 to $12,000 by county.
Applications generally run from February through April through Step Up For Students or AAA Scholarship Foundation. PEP applications for 2026–27 are now closed.
